Department Of Community Based Services

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​The Department for Community Based Services (DCBS) administers programs through nine service regions, with offices serving all 120 Kentucky counties. In addition, the agency uses a network of contracted officials to deliver services such as childcare. Service is enhanced through a close relationship and coordination with community partners.

The department provides family support, child care, and child and adult protection services. It also determines eligibility ​for Medicaid and food benefits and administers an ​energy cost-assistance program.

  • Food Stamps (SNAP)

    ​​​​​​​​​​​​​​​​​​​​​​​​​​​​The Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps, helps low-income people buy food for healthy meals at participating stores. SNAP benefits increase household food buying power when added to the household's income.

  • Medicaid / Medicare

    Kentucky Medicaid provides partial financial assistance with Medicare premiums, deductibles, or coinsurance - through the Medicare Savings Program (i.e., Qualified Medicare Beneficiaries, Specified Low-Income Medicare Beneficiaries, and Qualifying Individuals) - to certain low income Medicare beneficiaries who are not entitled to the full Medicaid benefit package.​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​

    Medicaid is a state and federal program that provides health care for eligible low-income residents, including children, families, pregnant women, the aged, and the disabled.​ Applying for Medicaid is easy and can be done online, by phone, or in-person.
